Haiti: UEH and Elms College Sign Strategic Partnership to Strengthen Teacher Training
On February 17, 2026, the State University of Haiti (UEH) and Elms College officially signed a strategic partnership aimed at strengthening teacher training and modernizing educational practices in Haiti.
The agreement was signed at the “Merci Marlène and Jacques Louis Dumay Living-Learning Community and Cultural Center” at Elms College, in the presence of academic leaders, faculty members, and invited guests. The document was signed by Harry Dumay, President of Elms College, and Professor Dieuseul Prédélus, Rector of UEH.
The partnership establishes a structured continuing education program designed to enhance the professional development of Haitian teachers. Its primary goal is to improve pedagogical skills, introduce evidence-based teaching methods, and create a multiplier effect in which better-trained educators contribute to long-term improvements in Haiti’s education system.
Special attention will be given to the École Normale Supérieure (ENS), the key institution responsible for teacher training within UEH. Through the expertise of Elms College — particularly its Division of Education and its Center for Equity in Urban Education — the program aims to introduce modern and adaptable teaching approaches suited to Haiti’s current challenges.
In his remarks, Rector Dieuseul Prédélus described the agreement as a “historic moment,” emphasizing that investing in teacher training is a strategic lever for improving education at all levels and supporting national development.
Elms College President Harry Dumay highlighted the importance of academic cooperation and the shared commitment to educational advancement. The agreement is presented as a starting point for broader collaboration between the two institutions.
As Haiti continues to face economic and institutional challenges, educational reform remains widely seen as a cornerstone of long-term stability and development. This partnership signals a renewed focus on capacity-building within the country’s higher education and teacher training systems.
